I would first like to clarify that the current problems in Colgan are not caused by the developer, but are caused by the Township staff and the 4 councillors (Annette Bays, Scott Anderson, Deborah Hall Chancey aka Deborah Hall and Jonathan Pita) who pushed to approve reports and petitioned a meeting to approve the subdivision agreement. The Township council who approved the reports and the subdivision agreement in recorded votes are the ones ultimately liable for the problems in colgan. This was also stated in the O.P.P report on the Post Retirement Benefits that forms part of this website. The O.P.P correctly stated that council has an opportunity to ask questions when reports and budgets are before them in council. Once the council approves a staff report or budget it is the council who is liable.
I have broken up the Colgan documents into separate links and each link will provide the details. Please note that these emails were received by all on council so all on council were aware of what was going on. What Scott Anderson did with Colgan, he is now doing with Everett, no documentation, no updated reports, no secured outfall location, no Environmental Assessment, no Master Servicing Plan. I am surprised to see Deborah Hall Chancey aka Deborah Hall so vocal about outdated studies for the Everett development when she was the one approving all Colgan development without financials, without reports, without final drawings and approving engineers without permission from the Tribunal and then accused Bob Meadows and myself of making false allegations. After Deborah Hall Chancey aka Deborah Hall made false accusations against Bob Meadows, the very next month council meeting she approved a staff report that stated “The engineers appointment shall not take effect until permission from the Tribunal is obtained” this shows who was making false allegations. Just seems like Hipocrisy for her to question the actions of the current council when she did the same to colgan when she was on council. I guess she has not heard of the phrase “People in glass houses shouldn’t throw stones”
