Read point 44 of the Treasurers statement of claim and you will know the true colours of Deborah Hall Chancey aka Deborah Hall and Jonathan Pita and the lies and false accusations they made just because I would not let them break the laws and terminate the Treasurer. My duty as Mayor was to ensure the township abides by the law and not to protect councillors who thought they were above the law. The treasurer was let go for the simple reason that he also would not take part in activities contrary to the laws. The lawsuit states how Deborah Hall Chancey aka Deborah Hall voted to hire her friend Rhonda Bunn and then Rhonda Bunn hires her acquaintance Tracie Howell for the position of CAO assistant / HR generalist.
Audio Recordings of March 1 2022 and March 7 2022 meeting to terminate the Treasurer have been taken down until I get a legal opinion as the Township Councillor Anub Simson complained to the township about my website and its contents. Councillor Anub Simson was the only person who knew about my website besides me. The township feels that these recording will cause irreparable harm to the township. Wonder why it would cause irreparable harm if the township and the 4 councillors were following the laws? Why is councillor Anub Simson so afraid of the information becoming public especially when he ran on a platform of accountability and honesty as per his campaign flyer.
The March 1 and March 7 meeting have one set of minutes as the 4 councillors who petitioned the meeting left the meeting after spending 7 hours in camera as they did not have the necessary vote to continue the meeting as per the procedure bylaw. The 4 councillors spent around 3 hours with lawyers and staff and 5 hours with staff all being paid over time (lieu time) at your cost just because they wanted to terminate the treasurer.
The minutes of the March 1, 2022 meeting shows under staff present the CAO is not named as she did not attend the meeting after I informed her and council that this meeting will proceed to an investigation by the provincial ombudsman, yet the four councillors proceeded without a CAO to give an update.
Read section 2.1 of the March 1, 2022 minutes below marked in red where I told the 4 councillors not to proceed with the meeting as the meeting the 4 councillors petitioned was against the Township Procedural Bylaw and the Municipal Act. However, they still went through with their attempt to dismiss the Treasurer. After I told council not to proceed Scott Anderson challenged my decision and he moved a motion to continue the meeting and Jonathan Pita seconded the meeting. In a recorded vote Scott Anderson, Annette Bays, Jonathan Pita, Deborah Hall Chancey aka Deborah Hall voted to continue with the meeting fully aware they were in violation of the laws. The Provincial Ombudsman investigated both meetings and agreed with my statement that the meeting was NOT an emergency meeting and was in violation of the Municipal Act. This is how your council operates.
Page 3 of the minutes at the bottom marked in red show I left the meeting as there were now two strikes of council having an illegal discussion at the meeting, Deborah Hall Chancey aka Deborah Hall, Scott Anderson, Jonathan Pita and Annette bays also left the meeting as they realized the meeting was illegal against our procedure bylaw. But did I not tell them not to proceed in section 2.1 of the minutes.
The March 1, 2022 meeting started without a CAO, then the 4 councillors who thought they were above the law continued with the meeting. The meeting then got postponed to March 7, 2022. The March 7, 2022 meeting started without any agenda and no notice to the public of what council was going to discuss in camera. No vote from council to go in-camera. And then majority of council leave the meeting as the meeting is illegal. Hence, there is no confirmation bylaw to confirm what was discussed by council. This is how your past 4 councillors Annette Bays, Scott Anderson (now Mayor Scott Anderson), Jonathan Pita and Deborah Hall Chancey aka Deborah Hall respected your tax dollars.
Now, we are paying for the actions of the 4 councillors Annette Bays, Scott Anderson (current Mayor), Deborah Hall Chancey aka Deborah Hall and Jonathan Pita.


I have also attached the time line below showing the email trail between Annette Bays, Deborah Hall Chancey aka Deborah Hall, Scott Anderson and the past C.A.O. Rhonda Bunn.
Scott Anderson asked the C.A.O. for the termination policy so the four councillors planned to terminate the treasurer prior to petitioning the meeting on March 1, 2022 to terminate the treasurer.
Their actions have resulted in close to one million lawsuit that we residents will be left to pay for if all is not covered by the township insurance. This amount could increase if legal fees and other costs are included and not covered by the Township Insurance.
The first email, in the email trail the past CAO Rhonda Bunn states she asked for the areas to be removed (the areas that were removed were the salary’s breakup up for staff and council. All staff and council were put in one line as a salary expense.) This removal made no sense as how would council know the expenses vs income from each department and council salary? Moreover, the Municipal Act, Ontario requires council salaries to be disclosed. How would this happen if all the salaries are lumped together in one amount. How could council budget for each department without salary expenses for each department as salary makes up a big portion of department expenses? In the past budgets all salaries were broken up by each department, Bob Meadows and myself refused to approve the budget without the breakup of salaries by department and council. After the CAO left the employment of the Township the budget was approved with all the salary breakups by each department and for council salaries as was always done for accountability and transparency.
