In the July 12, 2024 council meeting video recordings attached below, agenda item 14.4 a staff report came to council as a resident living besides the Colgan subdivision wanted to build 4 more homes on their property at 2329 concession 8. I have attached below two pages of the staff report on page 13 bottom and page 14 top marked in red. The same township engineer John Thompson who confirmed there was enough water for Colgan now states there may not be enough water to connect 4 more homes so the 4 homes will have to have their own wells and septic systems. Did Bob Meadows and I not always say there is not enough water in Colgan and we were told we were providing Lies and misinformation, the truth always comes out. What John Thompson has stated in his report and Mayor Scott Anderson said at the council meeting was that 4 more homes cannot connect to the water system in Colgan until all the homes are built in the subdivision as there is enough capacity only for the development. After all the homes are built the township can then see if there is additional capacity. The same with the sewer plant no more capacity for 4 more homes so the 4 homes will have to build private septic systems. If there is no water for 4 more homes, where will the water come from for the long term care / retirement home that is part of the subdivision?
For example : On average 4 more homes would hold around 24 people at 6 people per home. If there is no more capacity in the Colgan well and the Colgan new sewer plant for additional 24 people, what will happen if a couple of homes build basement apartments? Will the Colgan well and new sewer plant shut down as there is no more capacity? Is there no capacity in colgan as the well and sewer plant were all built based on 2.67 persons per home? Will the 4 councillors who approved this subdivision pay to fix the capacity problems or will they again put all the costs for their negligence on all the residents of the township if residents take this to litigation.
Based on Scott Anderson comments in the video the township will have to do a study every time a home owner in Colgan wants to build a basement apartment. How many technical studies were done for all the homes in Colgan that have built basement apartments?
