Everett 35 Million Grant and approvals

Mayor Scott Anderson and CAO says Everett developer can now sue the township after Councillor for ward 2 Bob Meadows shakes up the council for lack of documents. Now, some councillors backtrack on the Everett development after approving the 35 million and the earthworks agreement.

I have included below the copies of the minutes of the January 2026 council meeting showing the recorded votes on the 35 million grant and the earthworks agreement along with the Notice of motion from ward 2 councillor Bob Meadows from the February 18, 2026 council meeting. I have also included the news headlines from Ramara Township forcing residents to hookup.

At the January 2026 council meeting there was a long discussion on the 35 million grant for the Everett development that benefits the developer. Councillor ward 2 Bob Meadows raised concerns that there is no outfall location, no environmental assessment and no updated master servicing plan approved. Fully aware of the lack of these documents every member of council BESIDES the councilor for ward 2 Bob Meadows approved the 35 million grant on which the township has to pay 27 cents on every dollar. As of today no one knows from where we are going to come up with the 27 cents on the dollar which would amount to around 27 million. The answer that we got is the council is still under negotiations.

Is this the reason that capacity is being built into the new Everett wastewater plant to accomodate the existing homes in Everett so everyone in Everett pays for the new plant?  The Township of Ramara has just forced their residents to go on the municipal wastewater system and the residents will be billed going forward. So, if any resident tells you the council cannot force you, think again. I have attached the Ramara news article below.

I have attached the minutes of the January 2026 meeting below and  item 14.3 shows the names of the members of council who voted to take the grant without any of the reports in place and without any idea how to pay for the township share and the works start in April 2026. Ward 2 councillor Bob Meadows was the only one who voted against and had the township and residents best interest in mind.

Soon after voting to take the grant all on council voted in favor of the Everett earth works agreement so the developer can start the work in April 2026. The councillor for ward 2 Bob Meadows and councillor for ward 4 Miklos Borsos voted against the Everett earthworks agreement.

I have attached the minutes of the January 2026 meeting below and item 14.4 shows the names of the members of council and how they voted on the earthworks agreement.

Now, at the February 2026 council meeting the councillor for ward 2 Bob Meadows put a Notice of Motion attached below and asked for the updated master servicing plan, environmental assessment and outfall location approvals to be handed over to council as the rest of council approved taking the 35 million grant and approved the earth works so the developer could start the work.

As usual, now that the cat was out of the bag the councillor for ward 1 Anub Simson immediately switched sides and supported the councillor for ward 2 Bob Meadows asking for the updated master servicing plan, environmental assessment and outfall location documents to handed over to council. The question arises, if the councillor ward 1 Anub Simson knew these documents did not exist then why did he vote to take the 35 million grant and approve the earthworks agreement so the developer can commence work in April 2026?  This discussion went on for close to one hour with our Mayor Scott Anderson first refusing to allow the notice of motion to be discussed, then our Mayor and the CAO informed the council that the developer can sue the township as the council approved the grant and the earthworks agreement allowing the developer to start the work in April 2026. Now if the council stops the work the developer can sue the township for any costs he incurred.  Finally, after a one hour discussion in a recorded vote our Mayor Scott Anderson, Deputy Mayor Julius Lachs,  councillor ward 5 Adam Cox voted against providing the documents. Councillor ward 2 Bob Meadows, councillor ward 1 Anub Simson, councillor ward 3 Ronald Oleary and Councillor ward 4 Miklos Borsos voted in favor of staff handing over all the documents. It will be interesting to see where these documents come from as there is no updated master servicing plan as requested by council in March 2025, no updated environmental assessment and no outfall location approved as of the February 18, 2026 council meeting.  The condition of the 35 million provincial grant is that all these documents have to be in place.

I have put the entire video recording of this one hour discussion below after the minutes of the meeting and I have broken the one hour discussion into 4 parts of 15 minutes each. In the last part of the recording you can see our Deputy Mayor Julius Lachs has no more interest in the discussion so he takes out his cell phone from his bag and starts checking stuff in his cell phone. This shows how much he cares for the township and our tax dollars.

Now, we have another issue. The councillor for ward 1 Anub Simson informed me and residents that he got around 6 million for ward 1 and was active in these negotiations. I contacted the Provincial Ministry and they have no clue who councillor for ward 1 Anub Simson is and have no records of him being part of any negotiations. So can the councillor for ward 1 Anub Simson please provide the documents that you were actively involved in the around 6 million that benefits ward 1 and when did this money come to the township and why are there no records with the township of this approximate 6 million funding?

To summarize we have two big developments in our township one in Colgan and the other in Everett. In the Colgan development we lost around $5 million plus and this council has refused to hand over the accounts even after many Colgan residents asked for the accounts . Many homeowners in Colgan are now refusing to close their house purchases which of course could end in court. Then all the accounts and of course the recordings that the township stopped me from putting on my website could be key evidence in the court cases that could implicate our Mayor Scott Anderson and all the past councillors Annette Bays, Deborah Hall Chancey aka Deborah Hall, Jonathan Pita who went so far as to  censure me to cover up their actions contrary to the laws. How much will these lawsuits cost the tax payers once they commence?

Now we are being told by our Mayor Scott Anderson and CAO the Everett developer can sue us. How much will this cost the tax payers?

Plus we got the past treasurers law suit to deal with which is around 1 million.

It will be interesting to see if this council going to make all the members of council who are personally named as defendants in the lawsuits to pay for the costs of any settlements?

Remember, the very fact that the township lawyers put it in writing to me that if I disclose anything of the recordings it would CAUSE IRREPEARABLE HARM TO THE TOWNSHIP shows what was being discussed behind the backs of the residents. If the council was following the laws why would the recordings cause irrepearable harm to the township?

I  did a freedom of information on which members of council were involved in trying to shut down my website. The emails showed it was our Mayor Scott Anderson and as I said earlier the councillor for ward 1 Anub Simson.  What are they so afraid of the residents knowing that they used our tax dollars to get the township lawyers to send me a letter to “seize and desist”? What did your township lawyers achieve NOTHING my web site is still up and I will keep adding members of council to my website who act against the best interest of the township and the residents.

It seems that the only one who really cares for the residents of the township in this council and stood for the residents is the councillor for ward 2 Bob Meadows and now councillor for ward 4 Miklos Borsos who voted with the councillor for ward 2 Bob Meadows against the Everett earth works agreement.

You now know who on council really works in your best interest, who on council switches sides and jumps the sinking ship when the cat gets out of the bag and who on council just cares a damn for the township and its residents and will approve anything even without all documents available.
