False Allegations and investigation by Integrity Commissioner on complaint of high staff turnover from E C Boston

I refused to call meetings to terminate staff just because Scott Anderson did not like an employee.

Every resident or member of council has the right to make a complaint to the integrity commissioner. However, after the member of council has been cleared of all allegations by the integrity commissioner, it is wrong for the complainant to continue with false allegations.

Before and during the 2022 elections, I was wrongly accused without any evidence provided by past council, some residents and the complainant E. C. Boston, that I was the cause of the high staff turnover in the township. The integrity commissioner’s report attached below cleared me of all these false allegations because the complainant, E. C. Boston, could not provide any evidence to substantiate her claims.

Under the leadership of Mayor Anderson, the turnover is the same or even higher. Surprisingly, there are no complaints from anyone about high staff turnover and how much it is costing taxpayers (attached below is the staff report showing staff turnover in 2022, 2023 and 2024 with 7 candidates declining job offers in 2024 and 2 in 2025). The only common factor in past council and this council is Scott Anderson.

False Accusation filed with Integrity Commissioner :
Elizabeth Boston’s complaint in the link below filed on May 8, 2020 (Page 1 to 3). On page 2 you can read the complaint from E C Boston (Elizabeth Boston) with allegations of me not respecting the role of staff, viciously attacking the reputation of Councillor Scott Anderson and her concerns of high staff turnover since I was Mayor.

I replied to the integrity commissioner with every employee that left the township with their names and reasons, after verifying my list the integrity commissioner terminated the investigation as I had done nothing wrong.

April 6, 2022 – (Page 4 to 7) Integrity commissioner letter to me replying to the allegations from Ms. Boston. Her allegations are about three staff Punya Marahatta, Gagan Sandhu and Ralph Snyder (page 5 marked with the asterisk).
In the report,(under the heading: Allegations not being considered), the Integrity Commissioner determined that I was not disrespectful to staff.

The integrity commissioner found that Councillor Scott Anderson was the one who initiated the exchange of the conversation online and I was replying to his post (page 6 paragraph starting with Second).

The integrity commissioner further stated that Councillor Scott Anderson should have made a complaint and not E C Boston (page 6 marked with an asterisk). Not surprising she was Scott Anderson’s strongest supporter during the elections.

Mrs. E C Boston changes her allegations when she could not provide any evidence (page 8) . On April 8, 2022 she then changed the names of the employees to Eric Wargel, Janet Sherwood and the planner. Seems E C Boston was desperate to make something stick to me. But she failed miserably as the truth always prevails.

On August 10, 2022 the Integrity Commissioner terminated the investigation as during the course of his investigation he obtained information that there was no evidence of me having anything to do with high staff turnover in the township (page 9).

Below is an email from Scott Anderson asking me as Mayor to call for a special meeting to terminate another employee. This was after the Treasurer was terminated. Scott Anderson’s constant asks for staff to be terminated caused many staff to leave as they were afraid for their jobs. After staff left Scott Anderson then blamed me for high staff turnover when actually he was the one causing the toxic work environment. Below this email are two pages from a staff report showing high staff turnover continues under Scott Anderson as Mayor.

Below are the two pages from the staff report on high staff turnover since Mayor Scott Anderson has taken over. In the green box the staff comments that in the 3 years form 2022-2024 the township turned over the entire full time staff. I guess E C Boston and Scott Anderson has no problems with the current high staff turnover or costs.
