Below is the integrity commissioners findings on the complaint that Annette Bays made against Bob Meadows and myself. Annette Bays complained that Bob Meadows and myself violated 21 sections of the Council code of conduct (she pretty much threw the entire code of conduct at us). Her complaint was based on Bob Meadows and my firm stand against the Colgan development as the process was not being followed. The findings of the integrity commissioner cleared Bob Meadows and me of all the harassment allegations and the allegations that Bob Meadows and I created a toxic working environment. Please note that while the integrity commissioner stated that the allegations in the harassment complaint were similar to the allegations in the censure against me he did not consider the censure ( the allegations against me in the censure were never sent to him to investigate ). The 4 councillors Annette Bays, Jonathan Pita, Deborah Hall Chancey aka Deborah Hall and Scott Anderson were judge and jury in the censure against me and a violation of the municipal act as all code of conduct complaints have to go to the integrity commissioner. As the allegations in the harassment complaint and the censure were similar if I was cleared with Bob Meadows of all the allegations in the harassment complaint would also mean that I would be cleared of all allegations in the censure had the 4 councillors followed the Municipal Act and sent the censure to the integrity commissioner to investigate. This shows how desperate the 4 councillors were to shut up Bob Meadows and me from speaking up against the process not being followed and they would go to any extend to get things their way.
In point 81 the integrity commissioner finds that council gave permission for the flyer, the provincial ombudsman ruled that the meeting at which the permission was given June 29, 2021 was an illegal meeting under the municipal act. The integrity commissioner only investigates code of conduct violations and the provincial ombudsman investigates any illegal meetings.
In point 119 the integrity commissioner states that he found that I provided inaccurate information. The truth is, the person who made the complaint did not give the integrity commissioner the letter from the CAO that I was following. The rates were as per the bylaw and no special rate was given to the residents. This shows how people making complaints to the integrity commissioner manipulate their complaints by giving their side of the complaint and do not provide all the facts. At the council meeting when I showed the integrity commissioner the letter (below) from the CAO he could not find the letter from the CAO in the complaint filed. This is how low some people go when making integrity commissioner complaints. This was second instance of false allegations against me of creating a toxic work environment and high staff turnover, one complaint was by councillor Annette Bays and then by E C Boston and in both I was cleared, but yet they continued with accusations.
