I have attached below the documents and council meeting video from August 12, 2026 meeting on the Farsight Framework agreement.

- Recorded vote from August 12, 2026 meeting showing Bob Meadows was the only one to vote against the Farsight Framework agreement as there was no financials attached to the report. Every other member of council Mayor Scott Anderson, Deputy Mayor Julius Lachs, Councillor Anub Simson, Councillor Ronald O’Leary, Councillor Miklos Borsos and Councillor Adam Cox all voted in favour of the Farsight Framework Agreement and approved the agreement to proceed without following the standard Township procurement policy that would have required tenders for full transparency and accountability of tax dollars.
- Extract from the Farsight framework agreement point (i) showing the Farsight developer does not have to pay connection (hookup) fees for wastewater. It also states that WE development (the west side development) will not have to pay any connection (hookup) fees. However other township residents (parties) will be charged hookup fees when they are connect to the wastewater plant. Why is WE development being given these exemptions on hookup fees when they have not even made an application to the township for any development and their lands are not zoned in the township official plan for development?
- How can water and wastewater rates come down when developers are being given exemptions from connection (hookup) charges?
- Document from the Farsight framework agreement presentation by the engineer again confirming that additional capacity is being built to accommodate the existing unserviced residents.
- The Farsight framework agreement also states “Equivalent capacity for existing unserviced Everett residents.
- The staff report in July 2026 also stated that the Everett plant is being built to accommodate the existing unserviced residents of Everett?
So, we now have the township staff telling us in a report at the July 2026 council meeting that the Everett wastewater plant is being built to accommodate the existing unserviced residents, we also have the Engineer presenting the Farsight framework agreement confirming in his presentation that the Everett wastewater plant is being to build accommodate the existing Everett unserviced residents and we have the actual Farsight framework agreement stating the Everett wastewater plant is being built to accommodate the Everett unserviced residents. - Under Connection and Development charge exemption: The agreement states “ the township is not paying for any wastewater infrastructure the township cannot apply the wastewater connection fees”. Can the members of council who approved this Farsight framework agreement explain to residents how the township is not paying for the wastewater infrastructure when the developer is getting refunded all his costs from the connection charges he was required to pay to the township? What financial analysis was done to justify that the township would not loose wastewater revenue by giving this exemption compared to how much the township would collect in connection fees? Can the members of council who voted in favor of this agreement please provide the financials to show that the Township benefitted from this agreement?
- Mayor Scott Anderson has stated during discussions on hooking up existing unserviced residents of Everett “ if that is the goal than that is the goal” councillor Anub Simson asked the clerk “if the pervious resolution of council that protected existing unserviced residents of Everett and Colgan being hooked up could be cancelled by a majority of council” While some on council may tell the residents that the existing unserviced residents of Everett will not be forced to hookup, every document shows the plant is being built to accommodate the existing unserviced residents.
